Every winter across North India, the Commission for Air Quality Management (CAQM) invokes emergency GRAP stages, banning unapproved diesel generators. Housing societies face a painful choice: suffer dark power cuts or face ₹5 lakh pollution penalties and generator seizure.
CPCB IV+ Emission Standards Explained
The Central Pollution Control Board (CPCB) has enforced CPCB IV+ emission standards, requiring massive reductions in particulate matter (PM) and nitrogen oxides (NOx) from stationary diesel gensets.
Older generators installed prior to 2023 cannot operate during air emergency bans unless they are retrofitted with certified emission reduction technologies.
The Two Approved Retrofit Pathways for RWAs
Pathway 1: Retrofit Emission Control Device (RECD): A specialized catalytic particulate filter installed on the DG exhaust stack that traps and oxidizes up to 70% of soot and carbon particulate matter. It must be certified by ARAI, ICAT, or IIP.
Pathway 2: Dual-Fuel Conversion Kit (PNG + Diesel): For societies with piped natural gas (PNG) connections, dual-fuel kits replace 60% to 70% of diesel with clean natural gas, slashing smoke density and fuel operating costs.
- Ensure generator stacks extend at least 3 meters above the tallest nearby building roof.
- Maintain acoustic canopy soundproofing below 75 dB(A) at 1 meter distance.
- Keep physical logbooks recording diesel purchases, run-hours, and filter backpressure readings.
Common questions
Can an RWA be fined personally if a DG set operates during GRAP bans?
Yes, state pollution control boards issue direct penalty demand notices to society office-bearers and have the legal authority to seal diesel fuel pumps.
