As electric cars and scooters proliferate, apartment parking lots have become battlegrounds. Flat owners demand charging sockets; RWAs worry about transformer overloads, basement fire hazards, and who pays for the electricity. Here are the clear government guidelines and engineering solutions.
Ministry of Power & State Guidelines: The Right to Charge
Under the Ministry of Power’s revised charging infrastructure guidelines and state EV policies (such as Delhi, Maharashtra, and Karnataka), RWAs are explicitly encouraged to facilitate private and shared EV charging.
Societies cannot arbitrarily refuse an NOC to a resident who wants to install an EV charger in their allotted parking slot, provided the installation adheres to electrical safety standards and does not draw from common area meters unauthorizedly.
The Two Engineering Architecture Models
Model 1: Extension from Flat's Private Meter: If the parking slot is in the basement directly beneath the residential tower, an armored cable (typically 3-core 4 sq mm or 6 sq mm) is run from the flat's individual meter down to the parking bay. All charging costs are billed directly to the owner's domestic DISCOM bill.
Model 2: Dedicated Community EV Charging Substation: For larger societies, running 200 individual cables from upper floors causes cable tray chaos. The society applies to the DISCOM for a separate dedicated commercial/EV power connection with its own transformer panel, installing smart, app-based chargers in common bays where residents pay per unit via an app.
- Ensure residual current circuit breakers (RCCB/ELCB) are installed on every charging circuit.
- Install automatic fire suppression systems and Class-C extinguishers in basement charging zones.
- Check transformer load headroom before permitting high-power fast chargers (7.4 kW / 11 kW).
Common questions
Can an RWA stop an owner from charging an electric two-wheeler from a standard 15A socket in stilt parking?
If the 15A socket is connected to the common society electricity meter, the RWA has full authority to stop unauthorized power theft unless a sub-meter is installed and electricity is paid for.
