Every year, managing committees face the stressful audit season. A qualified audit report (Class C or D) not only damages the society’s reputation but can also invite government inquiries and the appointment of an external administrator. Here is how treasurers prepare an audit-ready ledger.

Appointment of the Statutory Auditor

A society cannot hire any casual chartered accountant. The statutory auditor must be selected from the Government Panel of Certified Auditors maintained by the Cooperative Department.

The appointment must be approved in the previous AGM, and the maximum continuous tenure for an auditor is typically limited to three consecutive years to prevent collusive reporting.

The Essential Pre-Audit Documentation Checklist

Treasurers must organize books of accounts before handing files to the CA:

  • Day-to-day Cash Book and General Ledger with supporting debit vouchers.
  • Bank Reconciliation Statements (BRS) matching bank statements with society ledgers as of March 31st.
  • Member Dues & Arrears Ledger showing outstanding balances for every flat.
  • Fixed Deposit certificates and annual interest accrual statements.
  • Fixed Asset Register recording all plant, machinery, pumps, and community assets with depreciation schedules.
  • TDS deduction certificates (Form 16A) and GST filing reconciliation returns.

Audit Rectification: Filing Form O

If the auditor flags accounting discrepancies, missing vouchers, or unapproved expenditures in the Audit Memo, the managing committee has three months to rectify the defects and submit Form O (Rectification Report) to the Registrar.
